Dr. Wilmer G. Heceta 333 Endowment Fund

Dr. Heceta was the first magna cum laude graduate and valedictorian of the pioneer class of 1961. He is remembered for his unquestionable loyalty and commitment to our Alma Mater. During his four 3-year terms (12 years) as Chairman of UERMMMC Alumni Foundation USA, Inc. (AFUSA), he was a forward-thinking and mission-driven mentor who guided the Foundation to provide significant monetary and material assistance to our Medical Center.

He created and promoted his 333 Fund which is now re-named the Dr. Wilmer G. Heceta 333 Endowment Fund. His idea was to convince at least 300 alumni and friends to donate $333 or more for 3 years to complete a commitment. The Fund is an endowment so the principal amount is preserved and whatever investment-proceeds or interests-earned by the Fund will be a perpetual source of revenue to donate for the urgent needs of the Medical Center. Dr. Heceta appealed to donors by saying, “please, contribute a dollar a day to my Fund to help our Alma Mater”.

Simona C. Alikpala, M.D. Memorial Fund

Soon after the death of Dr. Simona C. Alikpala on May 11, 2007, a fund was started for a professorial chair in Pediatrics in her honor at the UERMMMC-MAAA, Inc. The goal set for this fund was $50,000. Through the years, over $15,000 was raised from family, friends and former pediatric residents at UERMMMC.

During the 2013 Medical Alumni Homecoming in Manila and after a meeting with the Department Chair, Dr. Milagros Bautista, and the pediatric staff, a decision was made to put the funds to better use. The NICU lacked the basic equipment, which was partially responsible for the low census. The Dean of the Medical school, Dr. Alfaretta T. Reyes, and the Treasurer of the UERMMMC-AFUSA, Dr. Elmer Gilo, were informed of this plan.

An official proposal was made for the purchase of equipment through the Breath of Life Program of the East Meets West Foundation based in Northern California, with an established record of addressing infant mortality in Asia. It provides locally engineered , low-cost equipment, designed and manufactured by its partner in Vietnam, MTTS Delta. It also provides staff training, maintenance and continued monitoring of the use of these equipments.

Foundation Programs

In keeping with its vision and to provide donors (alumni, individuals, organizations) with a significant, meaningful and organized way to support UERMMMC and the community it serves, we developed the following programs together with the UERMMMC College of Medicine.

Any requests for modification of these existing programs or addition of future ones may be initiated by the medical school but must be approved by the Foundation before implementation in compliance with U.S. laws and regulations.

Scholarships and Financial Aid

  • Tuition Scholarships – for second, third and fourth year medical students
    • Gold – $2,000 a year
    • Silver – $1,000 a year
    • Bronze – $500 a year
  • Financial Aid – updated on June 30, 2016
    • Criteria for the selection of scholarship recipients within each group will be provided in writing to the Committee on Scholarships and Academic Honors.
    • In any given academic year, no student may exceed one AFUSA scholarship.
    • AFUSA scholarship holders must inform the CSAH of any non-AFUSA scholarship awards from agencies and groups inside and outside the College of Medicine.
    • All AFUSA scholarships will be awarded on a competitive basis and as early in the preceding school year as consistent with adequate safeguards to insure fairness.
    • Scholarship applications will normally arrive in the office of the Committee on Scholarship and Academic Honors, which will assess and select recipients for all AFUSA scholarships and awards.
    • Alumni and officers of AFUSA who receive inquiries directly, rather than through the Committee on Scholarships and Academic Honors, shall notify the Chairperson if an applicant appears to be a highly promising candidate who should be considered for scholarships.
    • The SFAC will submit timely annual budget proposal to the AFUSA Board of Trustees, which will recommend the amount and number of scholarship awards to the Dean of the College of Medicine.
    • All scholarship funds will be disbursed via the Dean of the College of Medicine who will notify the Committee on Scholarship and Academic Honors of all funded scholarship recipients.
  • Special Honors Award – a one-time grant of $400 for freshmen with high GPAs
    and NMAT scores
  • Book Scholarship – $250 a year
  • Academic Excellence Award – $150 each for second, third, and fourth year students ranked in the top 10
  • College of Physical Therapy – a special grant of $200
  •  

Awards and Memorial Lectures

  • Awards
    • Clinical Honor Roll – $150 each for the top 10 junior interns
    • Community Medicine Award – $500 for the top junior intern and junior intern group in community medicine
    • Dr. Fernando Sanchez, Jr. Research Award – $1,500 for the best research papers by a student group, resident(s), and faculty chosen at the Annual Research Forum
    • Residents Award – $100 for each of the 10 best residents of the year
    • Anna Lisa Raymundo Endowment Merit Award – $1,800 a year given to the valedictorian of the freshmen class. Drs. Renato and Susan Raymundo of Class ’67 provided this to honor the memory of their daughter who excelled academically.
    • Dr. Asuncion Agustines-Acosta Academic Excellence Award – $1,000 a year given to the valedictorian of the graduating class of 2023-2043. Dr. Eduardo Acosta of Class ’70 wishes to honor his beloved wife, also a member of class ’70.
  • Memorial Lectures – $600 grant a year for each of the following:

Community Service

A collaboration between the UERM Department of Preventive medicine and local government.

1. Establishment of Soup Kitchens that fed thousands of poor children in Barangay Imelda Areas 38 and 29. This was very crucial because this was after the catastrophic Typhoon Ondoy in 2010. UERM doctors were also able to identify malnourished children and gave the proper treatment .

2. Health Financing . This program was a joint venture between UERM Hospital and the local government. It helped 40-50 poor families get health insurance through PhilHealth

3. Vocational Scholarships for high school graduates

4. Botika sa Barangay – this project provided free medications to indigent patients

Because of the above programs, UERM was able to fulfill requirements to achieve Level 4 status by CHED and PAASCU, the highest distinction in the country.

The program was originally called a community outreach program. With the Philippine Government requirement of 2000 emphasizing that community and preventive measures be mainstay of the curriculum, especially in medicine.

Grant Application Process

If you are a recipient at UERMMMC seeking support through the Foundation, please follow these three steps:

  • Funds are sent by AFUSA to the Dean, who will inform you when they’re available at the UERMMMC Treasurer’s Office
  • Review the Process Flow Diagram for final steps
  • Submit the Acknowledgement and Evaluation forms within 90 days

Failure to submit these may result in ineligibility for future funding for one year.
